Captain Kelley received his commission in 1996 from the U.S. Naval Academy with a Bachelor of Science in Political Science and was designated a naval aviator in 1998. He is a graduate of the U.S. Naval War College where he earned a Master of Arts in National Security and Strategic Studies.
Captain Kelley’s operational assignments include tours with Helicopter Combat Support Squadron ELEVEN (HC-11), USS KEARSARGE (LHD 3), and Helicopter Anti-Submarine Squadron FIFTEEN (HS-15). He has completed deployments on USS BRIDGE (AOE 10), USS SACRAMENTO (AOE 1), USS KEARSARGE, USS GEORGE WASHINGTON (CVN 73), USS DWIGHT D. EISENHOWER (CVN 69), and USS ESSEX (LHD 2). He commanded HS-5, USS ESSEX, Amphibious Squadron SIX, and the KEARSARGE Amphibious Ready Group with the 22nd Marine Expeditionary Unit (22 MEU) embarked.
His shore assignments include a fleet replacement squadron flight instructor tour in Helicopter Sea Combat Squadron THREE (HSC-3) and staff officer tours as Branch Head and Deputy Branch Head (N512) in the Office of the Chief of Naval Operations (OPNAV), Strategy and Policy Division (N51); as Deputy Branch Head, Strategy, Plans and Policy (SPP) Directorate in NATO Headquarters, Supreme Allied Command Transformation; and as ACOS, Director Force Safety on the staff of Commander, Naval Air Force, Atlantic.
Captain Kelley has amassed more than 2,900 flight hours in the H-46, H-60F/H, and MH-60S and received numerous personal, unit and campaign awards.
