Captain Richard W. Carnicky, a native of Phoenix, Arizona, was commissioned in 1996 after graduating from the United States Merchant Marine Academy in Kings Point, N.Y., where he earned a Bachelor of Science in Marine Transportation and a U.S. Coast Guard 3rd Mate's license. He was designated a Naval Flight Officer in the E-2C Hawkeye aircraft in June 1997. He is a graduate of the Army’s Command and General Staff College in Fort Leavenworth, Kan., where he received his master's degree in Military Arts and Science in June 2007.

Capt. Carnicky has served numerous tours in squadrons on both the East and West Coasts, to include Carrier Airborne Early Warning Squadron (VAW) 123 as a division and training officer, and VAW-117 as safety and operations officer. He served as a staff officer for Carrier Air Wing Eight, while onboard USS Theodore Roosevelt (CVN 71) during Operation Iraqi Freedom. He served onboard USS Dwight D. Eisenhower (CVN 69) as Operations Officer during its deployment in 2016 in support of operations in both U.S. 5th and 6th Fleet areas of responsibility.

Ashore, Capt. Carnicky served as an instructor and Air Intercept Control Phase head in VAW-120 and as a staff officer at Joint Task Force Global Network Operations (JTF-GNO) in February 2010. Later he was assigned to the newly created U.S. Cyber Command in May 2010 where he served as the Plans and Policy (J-5) directorate deputy chief for international partnerships.

Capt. Carnicky has served as both the executive and commanding officer of VAW-117 “Wallbangers” in Point Mugu, Calif., from May 2013 until August 2015.

Capt. Carnicky reported to Tactical Training Group Atlantic in May 2018 and he assumed the executive officer position in May 2021.

Capt. Carnicky has accumulated over 2,800 flight hours and over 300 carrier landings in the E-2C Hawkeye aircraft. His personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal (Third Award), Strike Flight Air Medal (Fifth Award), Navy and Marine Corps Commendation Medal (3rd Award), Navy and Marine Corps Achievement Medal, and various unit, campaign, and service awards.
